Major Financial Institutions Back Federal Crypto Framework

Citibank has formally urged the U.S. Senate to pass the Digital Asset Market Clarity Act, adding one of Wall Street's most prominent names to a growing list of financial institutions pressing lawmakers for a federal regulatory framework for digital assets. The move follows similar appeals from crypto exchange @OKX and Standard Chartered ahead of what is shaping up to be a pivotal Senate vote in September.

The bill would create a federal market structure for digital assets and split oversight between the SEC and the CFTC, though ethics language tied to President Donald Trump's crypto holdings remains unresolved. The Digital Asset Market Clarity Act marks a major step toward establishing the United States as the crypto capital of the world by balancing innovation with strong investor protections and tough law enforcement tools.

September Vote in Focus as Senate Returns from Recess

On May 14, 2026, the Senate Banking Committee advanced the Clarity Act by a vote of 15 to 9. But the full Senate did not act before its summer break. The Senate will return to Washington on September 14, 2026, and Senate Majority Leader John Thune confirmed there would not be a vote on Clarity in August, but that there would be one next month.

The bill missed its window to get a vote before the Senate's summer break, leaving it in a long-shot position to secure approval in September, though it would likely have been declared dead for 2026 without at least the procedural movement already made. To become law, the bill must still be reconciled with the Senate Agriculture Committee's version, pass a 60-vote Senate floor vote, be reconciled with the House-passed version, and be signed by the President.

Not everyone in the industry is optimistic. OKX's Haider Rafique said he is increasingly pessimistic that the Clarity Act will clear Congress this year, arguing that political realities rather than policy disagreements are the biggest obstacle, and that Democrats have little incentive to hand Republicans a major legislative victory ahead of the midterm elections.

Citibank's public endorsement nonetheless adds institutional weight to the push for clarity, signalling that traditional finance now has a direct stake in how Washington draws the regulatory map for digital assets.
